Sprite Buddy is a free online tool for animating sprite sheets in a variety of output formats. It allows you to upload a sprite sheet and edit it by highlighting where the animation frames are. After you can pick the highlighted frames to create the animation sequence.
Sprite Buddy also allows you to export the resulting animation in several formats, such as XML, JSON, PNG and GIF.
Looks like an awesome tool after playing around with it for a few minutes. But I wish I could customize the XML output.
I agree with you, Matt. I also wanted to make some suggestions to the author, but there is no feedback link or something like that.
